Abstrakty

Gospodarka Polski charakteryzująca się występowaniem wielu negatywnych, kryzysowych zjawisk wymaga radykalnej naprawy. Celowi temu służy m. in. reforma gospodarcza, której podstawowymi cechami są: samorządność, samodzielność i samofinansowanie. Nie do pogodzenia z zasadą samofinansowania jest jednak coraz bardziej rozbudowywany system dotacji. Niekorzystny wpływ dotacji na gospodarkę przejawia się w braku bodźców do efektywnego gospodarowania, w zniekształceniu rachunku kosztów w gospodarce i obciążaniu przedsiębiorstw rentownych na rzecz przedsiębiorstw dotowanych. Negatywne cechy dotacji są argumentem przemawiającym za ich ograniczeniem, a co najmniej za odejściem w dotowaniu przedsiębiorstw od zasady automatyzmu i przejściem do systemu "dotacji sparametryzowanych". W tym kontekście warto poznać funkcjonowanie systemu dotacji (subwencji) w gospodarce RFN. W krajach kapitalistycznych subwencje stanowią bowiem istotny instrument zarządzania gospodarką przez państwo.(fragment tekstu)

The article discusses the problems of the functioning of subsidy system in the economy of West Germany. In this country, subventions make an important instrument of running the economy by the State. A characteristic feature of subventions is that they create for the state a relatively large field for decisional manouvering and in this way they ensure a considerable flexibility in their application. Their deficiency, on the other hand, is manifested in the lack of greater possibilities of enforcing a desired conduct of the subject receiving subventions. Regardless of that, the duty of the state is to create a rich offer of subventions so that potential addressees may be inclined to accept it. The economy of West Germany uses two types of subventions: 'material' and financial ones. The criterion of the divisions is provided by different functions fulfilled by the subventions. The function of 'material' subventions is to guide the conduct of the subject receiving subventions. This conduct is understood as compensation for the financial means obtained from the state. Depending on whether this compensation takes place before or after the subventions are granted, one distinguishes ex post and ex ante subventions. Financial subventions are not directly oriented at achieving specific purposes. The rules do not give a precise purpose of subventions but they fix the conditions and properties of the conduct of the body receiving subventions which can also realize sensible marginal goals. Depending on whether the addressee of the subventions is directly a private establishment or a public Institution, financial subventions are divided respectively into: partial subventions (shareholding, additionally financing in the form of a permanent sum of money) and subsidies. It seems that also in Poland's economy it would be a better solution to broaden the offer of subventions than to use the present automatic way of subsiding estar blishments which is connected with the lack of stimuli for a better economy.(original abstract)
