Abstrakty

W artykule niniejszym artykule omówiono uwarunkowania wewnętrzne i zewnętrzne rozwoju polityki społecznej oraz miejsce pracy socjalnej w polityce społecznej. Przedstawiono jakość pracy i życia prezentowanego nurtu polityki społecznej.

The starting point of the paper is the conviction that meagreness of the means for social policy with which we have to deal in the present five-year period (1986-1990), should be an additional mobilizing agent for the development and deepening of assumptions of the discipline involved, both in theoretical and practical sense. The author distinguishes four main schools or currents of interests or, to put it in another way, developmental phases of social policy: 1) Welfare policy oriented at softening the existing income differentiation, through the extension of redistributional financial services. 2) Social policy in the proper meaning of this word, that is referring in its principles to the'whole society; its task is to satisfy certain vital needs (eg. from the sphere of education and health protection) - independent of the economic capabilities of particular families. 3) Social work which is to consider carefully those who are in need, especially people who are socially maladjusted; this task is realized thanks to the use of the methods of social pedagogy by a specialized staff of full time workers and activists, now called social workers. 4) Policy in the sphere of changes of social structures whose most ambitious representatives are investigations and prognoses from this field which are developed in socialist countries. Concentrating on the third current the beginning of which are connected with social work, what comes next is a closer look at the category of the guality of life (and work) as an advanced expression of social policy, to an increasing extent taking into consideration the satisfaction of people's non-material needs of psychological character (connected with relations between people and the level of self-development of individuals). The aim of concretizing the numerical bases of so ambitiously viewed social policy and social planning is the proposition to work out a synthetic table of the elements of social welfare. A conception of such a table is connected with working out a synthesis of the total of investigations, both in the sphere of new socio-economic measures connected with the domains of producing welfare, and investigations on the content of the category of the level and quality, of life which deal with subsequent phases of the assignment and utilization of this In the final part of considerations a closer characterization of the fourth current of the interests of social policy is carried out, and this current concerns an analysis of social changes undertaken on the example of changes taking place in Poland in the period of the crisis (and the beginnings of coming out from this crisis).(original abstract)
