Political Organization and Product Regulation in the EU

There is a gap between the goals of European policy governing products and the process of policy development in the European Union. This gap is the result of the difference between the policy ambitions and the administrative capabilities of the European Union. As a result, is will be hard to maintain transparency in policy development, effectiveness in execution and uniformity in policy implementation. This discrepancy between policy goals and capabilities in the European Union is analyzed through a discussion of the CE mark system of product safety regulation and the emerging European program of environmental regulation. The impact of this gap on the internal free market and the evolution of Community institutions are also discussed. (original abstract)
