Doctrines of American foreign policy bear significant connotations. In the first place, they have a legal dimension, because generally they declare adherence to a certain legal principle, which - immediately or after some time - is given the status of international law (in other words, of being constitutive to the law of nations). Hence, the Monroe doctrine was portrayed as a substantial American permanent (and not historical) contribution to that law. Therefore, when in 1960 the USSR - in connection with the political crisis about Cuba - questioned the validity of the Monroe doctrine, the American Administration rejected the Soviet interpretation. Likewise, in the case of the Truman doctrine, attention was drawn to the consideration that it is a serious attempt in the direction of the codification of principles of international law; principles thought to be acceptable to both USA and USSR in the field of superpower cold war rivalry. Secondly, doctrines have, in accordance with the American vision, a universal value, because the reflect (as for example in the case of Truman, Eisenhower and Carter doctrines) a state of struggle between virtue and vice (good and bad), or - in other words - reflect the American-sponsored mission of transforming the world. Thirdly, the doctrines of successive American Administrations were directed - in the face of real or imagined dangers - towards the maintenance of the balance of power and, naturally, defense of their own interests on the international arena.
