Abstrakty

Po kilkunastu latach braku instytucji zarządzającej Londynem, w 1999 r. powołano Greater London Authority (GLA). Brak rozwiązań metropolitalnych jednej z najważniejszych stolic świata stał się barierą rozwojową, którą dostrzegały wszystkie ugrupowania polityczne. Celem artykułu jest przedstawienie zadań i ewolucji ustrojowej GLA przy uwzględnieniu dwóch dekad funkcjonowania przyjętego rozwiązania. W szczególności zwrócono uwagę na kolejne nowelizacje ustaw regulujących funkcjonowanie GLA, a także główne wątki w debacie metropolitalnej Londynu. W konkluzji artykułu stwierdzono, że pomimo powołania instytucji, która istotnie nie przystawała do struktury angielskiego samorządu, spełniła ona zakładane cele i może być inspiracją w polskiej debacie metropolitalnej. Cechami charakterystycznymi GLA są: silne przywództwo burmistrza, współpraca pomiędzy jednostkami metropolitalnymi i lokalnymi (boroughts), a także elastyczne kształtowanie zadań i kompetencji władz metropolitalnych. After a dozen or so years without an institution managing London, the Greater London Authority (GLA) was established in 1999. The lack of metropolitan solutions for one of the most important capitals in the world became a barrier to development, which was perceived by all political groups. The objective of this article is to present the tasks and the systemic evolution of the GLA after two decades of operation of the adopted solution. In particular, attention is paid to the successive amendments to the laws regulating the operation of the GLA, as well as the main threads in the London metropolitan debate. The article concludes that, despite the establishment of an institution that essentially did not fit into the structure of English local government, it has achieved its objectives and can serve as an inspiration in the Polish metropolitan debate. Typical features of the GLA are strong leadership of the mayor, cooperation between metropolitan and local units (boroughs), as well as flexible shaping of tasks and competences of the metropolitan authorities.
