W opracowaniu przedstawiono problem zabezpieczenia podstawowych potrzeb jednostki lub grupy oraz omówiono zagadnienie społecznej podatności na zagrożenia. Ukazano problem stymulowania rozwoju miast i regionów przez pewne cechy społeczności.

As is being noted increasingly often by authors in the field of socio-economic geography, aside from the traditional "hard" factors there are also "soft" factors which determine whether a local or regional community is able to effectively carry out urban and regional development plans and programmes, and make use of local resources in a way which guarantees development. Geographers agree with sociologists and psychologists that there is a set of factors which through their impact on community decisions, relations and organisations, determine the nature of spatial development within a geographic area. Of the many cultural, psychological, social and other factors explored by geographers studying specific regions of the world, the two factors that are analysed most often are: livelihood strategies (ways and methods used by individuals and social groups to satisfy their basic needs) and social vulnerability (how likely people are to suffer due to various hazards and disasters, unforeseen adverse conditions, stressors, crises, etc.). Thus, in order to be able to study the development of cities and regions, one needs to have access to data pertaining to social behaviour patterns and how they change over time. Regional development analyses should also take into account the fact that social groups may be included in or excluded from the process of development at any given time (or stage of development). Only studies taking all these elements into consideration may help us shed light on why the level of development varies so greatly from one urban area or geographic region to the next, even when the traditional or "hard" development factors appear to be equal or nearly equal.(original abstract)
