Niezależnie od względów formalnych, włączenie obszarów wiejskich i rolnictwa w orbitę polityki przestrzennej i regionalnej woj. mazowieckiego było oczywistą koniecznością, zważywszy na szczególną pozycję rolnictwa w gospodarce regionu wynikającą z przesłanek przyrodniczych (znaczny areał użytków rolnych w skali kraju), społecznych (z wsią i rolnictwem związanych jest kilkadziesiąt procent mieszkańców województwa), a przede wszystkim strukturalnych (relatywnie niska produktywność sektora rolniczego determinuje poziom generowanych dochodów, zwłaszcza poza Warszawą i jej bezpośrednim sąsiedztwem. Act on spatial planning and development, which governs the rules of elaborating spatial development plans on voivodeship's level, gives self-governments a great deal of freedom in the way, how they formulate issues which apply to rural areas (or agriculture, which is their main function) in these documents. Irrespective of formal aspects, it was regarded as a matter of course and necessity to include rural areas and agriculture in spatial and regional policy of Mazovia voivodship, considering their particular position in region's economy, due to natural (significant share of total agricultural area), social (several dozen per cent of inhabitants of this voivodeship is dependent on agriculture and the country), and, above all, structural (relative low productivity of agriculture sector affects the level of generated incomes, especially in peripheral areas) terms. Rural issues became a subject of diagnostic work (including SWOT analysis), some results of which were included in updated version in first part of this paper, as well as a part of the spatial policy of voivodeship, which was formulated as a sequence of detailed policies of Spatial Development Plan for the Mazovia Voivodship, what was presented in synthetic form in final part. The most important determinant of mentioned policies in relation to rural areas is, included in Plan's mission, creating conditions for reaching territorial cohesion and sustainable development of the Mazovia voivodship, improvement of living conditions of its inhabitants and increase of economic processes' effectiveness as well as region's competitiveness.
