Recent trends in international migration. Poland 2003

In 2001 and 2002 Polish economy continued to stagnate, and followed the trend that had been initiated in 1999 after six years of economic boom. In addition, the forecast for 2003 does not suggest a radical change. Thus an expected rapid transition from net emigration to net immigration will probably take longer, and certainly is not expected yet. The situation may become more favorable and the migration change accelerate once Poland will be admitted to the European Union. In 2001, the rate of economic growth measured by annual increase of GDP reached the level of 1.0 per cent, in 2000 -1.4 per cent, while in the first three quarters of 2003 it rose to 3.3 per cent (in comparison with the adequate period of 2002). The changes in unemployment are of particular relevance to international migration. The unemployment rate became very high already in the beginning of economic transition but in the middle of the 1990s it seemed to have stabilized around 13 per cent. In the second half of that decade, however, the rate started to rise anew, and at the end of 2002 it reached the 18 per cent level. In such circumstances it is no wonder that government policies were preoccupied with strictly economic and welfare matters, and migration policy remained the issue of secondary importance. The situation changed in 2003 - in June, the Polish Parliament passed two at the same level as in 2002 (around 42 per cent). Ukrainians and Moldavians were examples of migrants who did not use services of traffickers as frequently as other nationalities as only 18 per cent of Ukrainians and 20 per cent of Moldavians were trafficked. However, those proportions were lower in 2002 (Ukraine - 15 per cent; Moldova -12 per cent). In case of migrants from remote Asiatic countries as well as from Russia the opposite was true. Trafficking predominated in case of China - 94 per cent; India - 83 per cent; Pakistan - 73 per cent; Afghanistan - 92 per cent; and Vietnam - 72 per cent. It was also high in case of Russia, accounting for 70 per cent of the total (only 50 per cent in 2002). (original abstract)
