Abstrakty

Oceny nowego rozwiązania, nazywanego Indywidualnymi Kontami Emerytalnymi, jakie ostatnio po jawiło się w systemie zabezpieczenia emerytalnego należy dokonać w szerszym kontekście zmian. Zmieniany od 1999 r. system zabezpieczenia emerytalnego w Polsce zakłada bowiem, chociaż nie wszyscy o tym mówią wprost, że oszczędzanie obowiązkowe na okres starości (potocznie nazywane filarami pierwszym i drugim) raczej musi niż powinno być uzupełniane (filar trzeci). I tutaj trzeba wyjaśnić (zob. schematy 1 i 2), że podział systemu emerytalnego na filary to tylko - lepsza lub gorsza-prezentacja tego systemu, której nie wyraża żaden akt prawny.(fragment tekstu)

The Author discusses in the article existing now in Poland system of pension security concentrating his attention on newly introduced ele ment of the system, i.e. Individual Pension Ac counts (IKE). As an individual saving scheme, IKE belongs to the so called third pillar of pension security and as the only one has a chance to secure more than standard pension benefits to persons retired in the futurę. However, adopted by the Government conception to release the payments to the IKE only from Capital profit's taxation (so called Belka's tax), without further stimulus in the form of tax release from the Capital itself (deposits), causes, according to the Author, that the offer is provided for not all persons retired in the futurę but only to persons morę wealthy, persons with higher earnings. According to the Author, IKE in the present form eliminates the persons with law and average earnings from the enjoyment of a privilege from the scheme. Also financial institution loses because of a Iow level scalę of sales their products.(original abstract)
