Abstrakty

Zadaniem opracowania jest przedstawienie jednej z teorii integracji europejskiej opisującej Unię Europejską jako wielopoziomowy system rządności. Zgodnie z założeniami tej teorii Unia Europejska stała się nowego typu systemem politycznym i prawnym, którego cechą wyróżniającą jest rozproszenie władzy publicznej na poziomie władzy Państwa Członkowskiego i na poziomie Unii Europejskiej. Jest to więc model rządów zakładający wielopodmiotowe uczestnictwo rządów Państw Członkowskich i organów Unii Europejskiej w prowadzeniu polityki europejskiej. Oznacza to odejście od modelu państwowo-centrycznego na rzecz wielopoziomowego rządzenia, w którym Państwa Członkowskie stanowią integralną część Unii Europejskiej.(abstrakt oryginalny)

This article will make an attempt to describe the development and proposition one of theoretical accounts of the European Integration phenomena describing it as multi-level or multi-tiered type of governance, according to which authority in European Union is horizontally and vertically dispersed between different layers of government. The ongoing interaction between different political actors and overlapping competencies among multiple levels of government makes Member States executives only one among many actors exercising public power in the European polity. Multi-level claims take debate on authority in Europe away from zero-sum notion of sovereignty, yet they change perception of the Member States perceiving it as a new kind of arenas in which different interest, ideas and agendas are contested.(original abstract)
