Abstrakty
Niniejsza monografia jest oparta na syntezie dorobku naukowego z zakresu ekonomii miejskiej i ekonomii sektora publicznego, a w warstwie metodyki badań stanowi próbę wykorzystania i rozwijania narzędzi stosowanych w ekonomii eksperymentalnej. Książka powinna przyczynić się do lepszego zrozumienia idei, a także wypracowania zasad gospodarowania miejskimi dobrami wspólnymi, co z kolei będzie stanowiło klucz do rozwijania nowych form współzarządzania miastami, przy większym współudziale różnych interesariuszy. Ze studiów przypadków przeprowadzonych przez Ostrom [1990] wynika, że dobrym sposobem dochodzenia do właściwych rozwiązań w zakresie gospodarowania dobrami wspólnymi jest metoda prób i błędów. W przypadku miejskich dóbr wspólnych jest to również dobra metoda. Miejskie dobra wspólne charakteryzują się powszechną dostępnością, bardzo często wielofunkcyjnością i otwartością przestrzenną. W takim przypadku eksperymentowanie w zakresie różnych sposobów użytkowania jest często możliwe, gdyż decyzje są odwracalne i tym samym powrót do pierwotnego stanu w przypadku porażki proponowanego rozwiązania jest możliwy. Książka składa się z czterech rozdziałów oraz zakończenia. W pierwszym z nich, opierając się na studiach literaturowych, omówiono dorobek naukowy dotyczący dóbr wspólnych. W drugim rozdziale - poprzez analogię do rozdziału pierwszego - dokonano próby wkomponowania koncepcji miejskich dóbr wspólnych w modele ekonomii miejskiej. Rozdział trzeci jest poświęcony przeglądowi doświadczeń w zakresie różnych inicjatyw mających formę kolektywnego działania w miastach. W czwartym rozdziale omówiono założenia dotyczące gospodarowania miejskimi dobrami wspólnymi, a następnie przedstawiono wyniki badań przeprowadzonych przy wykorzystaniu eksperymentów terenowych (gry w miejskie dobro wspólne) oraz międzynarodowych badań sondażowych. W zakończeniu zaprezentowano analizę zasad proponowanych przez Elinor Ostrom przy uwzględnieniu kontekstu miejskiego, a następnie zaproponowano kilka dodatkowych zasad, które powinny sprzyjać trwałości wspólnot miejskich w procesie rozwoju miejskich dóbr wspólnych.
