The public procurement law in its current form has been in force for almost thirty years. I am of course aware that such a round anniversary might encourage us to formulate overviews, recall facts, and emphasize the complexity of public procurement issues - for example, those associated with the principles of awarding contracts, and with the modes and methods of procedure. In this introduction, however, I will avoid discussing the history of public procurement, as others would be able to do a far better job than me. I will restrict myself to highlighting the issues that tend to recur in the field of public procurement. Without doubt, chief among these are the problems associated with public policy pursued by administrative and local government authorities, the strategies involved in the implementation of sustainable development goals, the law on awarding public contracts, public procurement institutions, and the proceedings before these institutions. It is worth mentioning that the issues associated with public procurement do not have a strictly scientific character, but are instead strongly grounded in practice; both due to the investment processes carried out by contracting authorities - in particular the administrative authorities of the state and local governments, and thanks to the participants in the public procurement process. Prawo zamówień publicznych w obecnym kształcie obowiązuje niemal trzydzieści lat. Oczywiście, zdaję sobie sprawę, że okrągłe rocznice skłaniają do czynienia podsumowań, przypominania faktów, podkreślania złożoności problematyki zamówień publicznych, dotyczącej np. zasady udzielania zamówień, trybów czy sposobów procedowania. W niniejszym wprowadzeniu chciałbym uniknąć omawiania historii zamówień publicznych, z pewnością inni uczynią to znacznie lepiej niż ja. Wskażę jedynie na elementy trwałe, jakie można wyróżnić w problematyce zamówień publicznych. Z pewnością należą do nich problematyka polityki publicznej prowadzonej przez organy władzy administracyjnej i samorządowej, strategii dotyczących realizacji celów zrównoważonego rozwoju, prawa o udzielenie zamówień publicznych, instytucji zamówień publicznych oraz postępowania przed tymi instytucjami. Wtrąćmy nawiasem, że problematyka zamówień publicznych nie ma charakteru ściśle naukowego, ale jest mocno ugruntowana praktycznie tak ze względu na procesy inwestycyjne realizowane przez instytucje zamawiającego, w szczególności organy administracji państwowej i samorządowej, jak i uczestników postępowania o udzielenie zamówienia publicznego.
