Abstrakty

Rosyjska agresja na Ukrainę z 24 lutego 2022 r. przyniosła rozliczne konsekwencje międzynarodowe. Dosięgnęły one także odporną dotychczas na podobne perturbacje Arktykę. Wpierw zawieszono obrady Rady Arktycznej, a następnie wznowiono je bez udziału Rosji. Konflikt stał się także katalizatorem militaryzacji regionu na skalę niespotykaną od czasu zimnej wojny. Równolegle podejmowane były działania o charakterze propagandowo-informacyjnym. Wszystkie państwa regionu zaadaptowały na ten użytek narrację defensywną, za której immanentną część uznały politykę odstraszania. Uwzględnia ona także argumenty natury prawnej (tj. pogwałcenie przez Rosję prawa międzynarodowego poprzez atak na Ukrainę), w czym przoduje Moskwa, odmawiając pozostałym państwom arktycznym prawa do legalnej aktywności w ramach Rady Arktycznej czy prawa do rozszerzenia NATO. Rosyjska narracja wykorzystuje wypróbowane metody propagandowe, m.in. obecne w uzasadnieniu agresji na Ukrainę. Przekaz pozostałych państw regionu także był defensywny i w dużej mierze miał charakter reaktywny wobec aktywności rosyjskiej. (abstrakt oryginalny)

Russian aggression in Ukraine on 24 February 2022 brought numerous international consequences. They also reached the Artic - a region previously resistant to such disturbances. Firstly, works of the Arctic Council were paused and later resumed without Russia. The conflict in Ukraine was a catalyst for the militarisation of the region on a scale not seen since the end of the Cold War. In parallel with those activities, others of a propaganda character were undertaken. All Arctic states adopted defensive narration, of which an immanent element is deterrence. This includes legal arguments (e.g., violation of international law by Russia when it attacked Ukraine) in which Moscow had a leading role as it questioned the legality of the other Arctic states' activity in the Arctic Council or nato's right for enlargement. Russian narration used verified propagandist methods, including those used to justify the aggression in Ukraine. The message sent to the public by the other states was also defensive, but the vast majority adopted it as their reaction to Russian activities. (original abstract)
