Abstrakty

Autor opisuje ewolucję reformy rynkowego systemu opieki zdrowotnej w Holandii. Od 1 stycznia 2006 r. z chwilą wejścia w życie ustawy o ubezpieczeniu zdrowotnym wszyscy mieszkańcy tego kraju zostali objęci powszechnym ujednoliconym systemem ubezpieczeniowym. Nowy system utrzymuje, a gdzie możliwe także wzmacnia, zakres prywatnej inicjatywy, silne oparcie w prawie prywatnym i powiązaną z tym odpowiedzialność finansową ubezpieczycieli oraz dobrą dostępność do systemu. Zdaniem autora warto przyjrzeć się tym nowym rozwiązaniom nie tylko ze względu na ich aktualność, ale także w kontekście szerszej refleksji nad kierunkami ewolucji bismarckowskiego modelu społecznego ubezpieczenia chorobowego w nowych realiach gospodarczych, społecznych i technologicznych. This article describes the evolution of market-oriented health care reforms in the Netherlands. On 1^st January 2006, with the introduction of the new Health Insurance Act, all residents of the Netherlands are covered with a single statutory insurance regime. It is the result of nearly 20 years of discussions about direction and aims of the reform, according to European and American experiences. The very far going reconstruction of the existing insurance system aimed to give up the goverment's tasks within the social security of the citizens according to health care, and to replace it with a comprehensive mandatory national health insurance scheme with regulated competition among private health insurers and health care providers. The new system retains and where possible strengthens the scope of private initiative, a relatively strong private law basis with accompanying financial responsibilities for medical insurer and good accessibility. Therefore it's worth to describe the Dutch regulations, not only because they are new, but also against the backgruond of the reflection accorded to evolution Of Bismarck's model of social health insurance in new economical, social and technological conditions.
