In the last years a disturbing tendency of reduction in the birth rate and increase in the death rate is observed, and the situation in the countryside is especially dangerous. The most qualified experts and youth leave countryside. Youth in its turn is a potential labour force. The state uses measures to improve the situation. However the further development of manufacture and the effective utilization of labour potential are impossible without labour efficiency growth. (original abstract)
