Abstrakty

W październiku 2000 roku Rada Bezpieczeństwa ONZ jednogłośnie przyjęła rezolucję nr 1325 i ustanowiła Agendę "Kobiety, Pokój, Bezpieczeństwo" (Women, Peace and Security - WPS) (Resolution...). Kolejne rezolucje Rady Bezpieczeństwa ONZ1rozwijały Agendę WPS i wzywały rządy państw do tworzenia Krajowych Planów Działania (National Action Plans - NAPs). Te dokumenty należy uznać za podstawowe dla procesu włączania kobiet w działania systemu bezpieczeństwa państwa, jak i reprezentację interesów kobiet w tym systemie na poziomie poszczególnych państw. Celem rozważań podejmowanych w artykule jest analiza struktury i treści pod-stawowych dokumentów, które na poziomie państwa ukierunkowują jego aktywność na działania zmierzające do włączenia problematyki kobiet w system bezpieczeństwa państwa. W Szwecji można wskazać kilka obszarów takich działań. Są to: polityka zagraniczna, polityka na rzecz rozwoju, polityka bezpieczeństwa i polityka pokojowa, polityka handlowa, polityka migracyjna, polityka ochrony środowiska i klimatu. Charakterystyczne własności tych dokumentów zostaną podkreślone poprzez ich porównanie z Krajowym Planem Działania na lata 2018-2021 przyjętym przez Polskę. W takiej perspektywie celem staje się, wskazywane w literaturze jako jeden z głównych celów badania tej problematyki, porównanie implementacji rezolucji Rady Bezpieczeństwa ONZ nr 1325 w różnych kontekstach narodowych.(fragment tekstu)

The aim of the paper is to find out how the UN agenda "Women, Peace, Security" (WPS) established in UN Security Council's Resolution 1325 of October 2000 is pursued in Sweden and in Poland. The agenda is considered to be the starting point in building a new architecture of security with an equal participation of women and men globally, regionally and nationally. Both Sweden and Poland adopted national action plans to achieve the goals of the WPS agenda. The reading of these documents in the context of Sweden's and Poland's foreign policies shows considerable differences between the two states. Sweden is actively promoting the WPS agenda in the context of its feminist foreign policy and the activity of its feminist government whilst Poland adopted its national action plan relatively late. The documents and statements on the priorities of the Polish foreign policy do not mention the WPS agenda.(original abstract)
