EN

Revitalisation as a comprehensive development policy is distinguished by putting the local community at the centre. According to the Act on Revitalisation adopted in 2015, crisis phenomena in the social sphere are a prerequisite for launching the revitalisation process. One of the main revitalisation interventions in this sphere is the improvement of the social capital of the inhabitants of the revitalisation area. Most often, projects that increase social engagement involve cultural and sporting activities. This seems insufficient in view of the current challenges of climate change, the growing public interest in the environment, and finally the obligations arising from Poland's signing of the European Green Deal. Meanwhile, an evaluation study on revitalisation processes in Poland showed that the environmental sphere was the least present in revitalisation programmes - as the smallest number of pro-environmental measures were planned compared to other problem spheres. It seems that projects raising social involvement in the issue of adaptation to climate change, improvement of resilience or increase of biodiversity are extremely timely and necessary due to their eco-educational functions, but also due to the increase of the sense of citizens' empowerment in the face of the climate change that is taking place. This article aims to present proven and innovative blue-green infrastructure measures that can be successfully implemented with the participation or by the local community of the revitalisation area and to organise them into the proposed typology (original abstract)

Rewitalizację jako kompleksową politykę rozwojową wyróżnia postawienie lokalnej społeczności w centrum uwagi. Zgodnie z przyjętą w 2015 r. ustawą o rewitalizacji zjawiska kryzysowe w sferze społecznej są bowiem warunkiem niezbędnym do uruchomienia procesu rewitalizacji. Jedną z głównych interwencji rewitalizacyjnych w tej sferze jest podniesienie kapitału społecznego mieszkańców obszaru rewitalizacji. Najczęściej projekty zwiększające zaangażowanie społeczne dotyczą działań kulturalnych i sportowych. Zdaje się to niewystarczające w obliczu aktualnych wyzwań związanych ze zmianami klimatu, rosnącego społecznego zainteresowania kwestią środowiska, wreszcie zobowiązań wynikających z podpisania przez Polskę Europejskiego Zielonego Ładu. Tymczasem badanie ewaluacyjne dotyczące procesów rewitalizacji w Polsce wykazało, że sfera środowiskowa była w nich w najmniejszym stopniu obecna w programach rewitalizacji; zaplanowano bowiem najmniej działań prośrodowiskowych w porównaniu do innych sfer problemowych. Wydaje się, że podnoszące zaangażowanie społeczne projekty wpisujące się w zagadnienie adaptacji do zmian klimatu, poprawy rezyliencji czy zwiększenia bioróżnorodności są niezwykle aktualne i potrzebne z uwagi na ich funkcje ekoedukacyjne, ale i wzrost poczucia sprawczości mieszkańców wobec następujących zmian klimatycznych. Artykuł ma na celu przedstawienie sprawdzonych i innowacyjnych działań z zakresu błękitno-zielonej infrastruktury, które z powodzeniem mogą być realizowane przy udziale lub przez lokalną społeczność obszaru rewitalizacji oraz ich uporządkowanie w ramach zaproponowanej typologii..(abstrakt oryginalny)
