Abstrakty

Relacje rządowo-samorządowe stanowią węzłowe zagadnienie dla organizacji i funkcjonowania systemu administracji publicznej. Z tego powodu 30. rocznica powołania Komisji Wspólnej Rządu i Samorządu Terytorialnego stanowi doskonały asumpt do podsumowania jej dorobku oraz wskazania potencjalnych kierunków rozwoju. Celem artykułu jest refleksja dot. ewolucji celów Komisji Wspólnej oraz narzędzi stosowanych w jej pracy z perspektywy stanu badań nad zagadnieniem koordynacji działań w systemie administracji publicznej. W podsumowaniu wskazano propozycję zmian, które mogą posłużyć do wzmocnienia koordynacji w relacjach rządowo-samorządowych oraz uczynić z Komisji centrum koordynacji i tworzenia polityki administracyjnej państwa. The relationship between central government and territorial self-government is a key issue to the organization and functioning of the public administration system. As a result, the 30th anniversary of the establishment of the Joint Government and Territorial Self-Government Commission is an excellent opportunity to summarize its achievements and highlight potential directions of development. The objective of the article is to reflect on the evolution of the goals of the Joint Commission, as well as the tools used in its work from the point of view of the state of research on the matter of the coordination of activities in the public administration system. In summary, it suggests a proposal for changes that can be used to strengthen coordination in relations between central and territorial self-government and make the Commission the centre for coordinating and creating the state's administrative policy.
