The article analyses the role of the West and like-minded ASEAN states in sustaining the Liberal International Economic Order (LIEO) in the face of the global economic and political challenges posed by China and Russia. The authors explores the ability of the countries examined to collaborate plurilaterally within the region and to cooperate with strategic partners, states, and institutions of the Western Bloc. The article consists of four sections: three legal studies and one economic study. The legal studies focus on tactics to sustain the LIEO framed in the broader context of the desired and possible state of international relations of the Liberal International Order (ILO). While analysing the instruments, the authors concentrated on the Single Window System (SWS). The economic study examines the socio-economic potentials of these countries, their links and their capacity to build links with intraregional partners and partners from outside the region. The article highlights the importance of political will to establish collaboration among the countries examined in the Asian region, and with Western countries outside the region. It also emphasizes the dangers and risks of dealing with strategic rivals, such as China and Russia. It concludes that the SWS is a rational path for establishing economic collaboration and that the ties between ASEAN and the EU, as well as NAFTA, are particularly important for strengthening their ability to meet the challenge from China.(original abstract)

W artykule została omówiona rola Zachodu i "podobnie myślących" państw ASEAN w utrzymaniu Liberalnego Międzynarodowego Porządku Gospodarczego (LIEO) w obliczu globalnych wyzwań gospodarczych i politycznych ze strony Chin i Rosji. Autorzy analizują zdolność badanych państw ASEAN-u do regionalnej współpracy wielostronnej oraz do współpracy ze strategicznymi partnerami, państwami i instytucjami bloku zachodniego. Artykuł składa się z czterech części: trzech analiz prawnych i jednej analizy ekonomicznej. Studia prawne koncentrują się na taktykach podtrzymywania LIEO w szerszym kontekście pożądanego i możliwego stanu stosunków międzynarodowych Liberalnego Porządku Międzynarodowego (ILO). Badając instrumenty, autorzy skoncentrowali się na systemie jednego okienka (SWS). W studium ekonomicznym zostały przedstawione wyniki badania potencjału społeczno-gospodarczego państw, ich powiązań i ocena zdolności do budowania powiązań z partnerami wewnątrzregionalnymi i partnerami spoza regionu. W artykule podkreślono znaczenie woli politycznej dla nawiązania współpracy między badanymi państwami w regionie azjatyckim oraz z państwami zachodnimi spoza regionu, jak również niebezpieczeństwa i ryzyka związane z działaniami strategicznych rywali, takich jak Chiny i Rosja. Stwierdzono, że SWS jest racjonalną ścieżką do nawiązania współpracy gospodarczej, a więzi między ASEAN i Unią Europejską oraz NAFTA są szczególnie ważne dla wzmocnienia ich zdolności do sprostania wyzwaniu ze strony Chin.(abstrakt oryginalny)
