Abstrakty

W artykule autorka przedstawia typy jednostek samorządu terytorialnego w Stanach Zjednoczonych Ameryki oraz dynamikę zmian ich liczby na podstawie danych federalnego Urzędu Statystycznego; szczególne kompetencje w zakresie tworzenia i znoszenia jednostek samorządu terytorialnego mają władze stanowe. Autorka poddaje analizie warunki, jakie muszą spełniać jednostki osadnicze, by stać się podmiotami prawa publicznego. Szczególną uwagę zwraca na rolę mieszkańców w procesie powoływania jednostek samorządowych. W tle rozważań autorka umieszcza zagadnienie redukcji liczby gmin w Polsce. (abstrakt oryginalny)

In the article, the authoress presents the types of territorial self-government in the United States of America and the rate of change in their number based on federal statistical agency data; the state authorities have special powers for creating and abolishing territorial self-government units. The authoress examines the conditions which must be satisfied by the settlement units to be able to become public law entities. She draws particular attention to the role of the residents in the process of establishing territorial self-government units. In the light of the considerations, the authoress includes an issue of a reduction in the number of municipalities in Poland. (original abstract)
