Abstrakty

Omówiono rolę takich międzynarodowych instytucji finansowych jak: MFW, Bank Światowy, EBOR, EBI) oraz UE w przebudowie gospodarek krajów Europy Środkowo-Wschodniej. Przedstawiono wielkość kredytów zatwierdzonych i wykorzystanych przez te kraje, strukturę rzeczową pomocy, jej uwarunkowania (conditionality), pomoc doradczą i techniczną.

At the time of system transformation and extensive restructuralization of the economies of the Central and East European countries, the relations with international financial institutions are of great importance, not only because of their direct assistance in the reforms. Their advisory and technical assistance, as well as the catalytic function consisting in the stimulation of the inflow of financial means from other sources, are of equal importance. As regards the proper use of credits, it is the conditionality of the assistance that is especially important. Because of the difficulties with the realization of that conditionality, lately certain easening of the terms put on the post-socialist countries has been noticed. The future co-operation with international financial institutions will necessitate further easening of the terms of credit, improvement of the methods of their implementation, and creation of new forms of assistance adequate to the progressing structural and system transformations in the Central and East European countries.
