Abstrakty

Celem artykułu jest próba identyfikacji procesu zarządzania ryzykiem przez podmioty zarządzające SSE w kontekście kryzysu na rynkach finansowych. Zastosowana została typowa metodologia dla oceny efektów SSE, tj. analiza nakładów inwestycyjnych, ilości wydawanych zezwoleń na działalność gospodarczą prowadzoną na terenach SSE, a także miejsc pracy, zarówno nowoutworzonych, jak i utrzymanych. One of the main reasons for establishing Special Economic Zones in Poland was the necessity to eliminate the distance that isolated Polish regions from the other European Union countries. The above was impossible to carry out without significant changes in the public finance system (such as financial and competence strengthening of local authorities). For various reasons the important changes mentioned were not implemented and therefore there was a need to create another way to support the regional and local development through the state economic policy and Special Economic Zones. Special Economic Zones have become an inherent part of the economic landscape of Polish regions. They are an instrument in the hands of the state economic policy that significantly supports the economic growth in the regions. The support is performed on different domains - ranging from the fall of unemployment to the cooperation with high schools and universities aiming at educating graduates in particular fields of specialization. SEZs also make a base for devising development strategies of the provinces. Cooperation with Zones gives benefits to the local communities. Due to the internal infrastructural investments new roads, sewage systems and sewage treatment plants are built. Zones participate in generating incomes from taxes, too. Another argument for is the fact that SEZs are not subject to the Act on the public tenders. Thus they are entities that use the public capital very efficiently. In their current form the Zones are to continue until the year 2020. We can only hope that the dynamics that characterizes the regional development will bring Polish regions closer to the areas located in better developed European Union countries. (original abstract)
