Przedstawiono przegląd różnych poglądów dotyczących zakresu pojęciowego potencjału innowacyjnego gospodarki. W wyniku analizy tych koncepcji zaproponowano definicje potencjału innowacyjnego oraz pewne narzędzia służące jego pomiarowi.

The concept of "innovative potential of economy" has not been hitherto defined univocally. It deals with seeking the answer to the question what factors decide that some countries characterise higher than other effectiveness in creating innovations of commercial significance, including new technologies, organizational concepts, etc. From the microeconomic perspective, the analysis of these issues leads to deciding to what level location of the enterprise in a particular country determines its tendency towards the use of innovative solutions in the area of production, management, marketing, in consequence increasing its chances for obtaining competitive advantages on the global market. The Author reviews various opinions concerning conceptual range of the innovative potential of economy. The analysis of these concepts, she proposes a definition of innovative potential and some tools for measuring it. Innovative potential comprise resources of economy that may be used for seeking innovations and giving them economic dimension through their implementation and dissemination, However, the effectiveness of a particular country in the area of implemeriting innovations of commercial importance is determined not only by the resources created in the past, but also ability to their adequate utilization and multiplication. Although development of these skills is to some extent influenced by social and cultural characteristic features that are the succession of the past ages, such as attitude towards work, traditions in the field of entrepreneurship, etc., the deciding role is played by the current actions, particularly the contemporary economic policy The Author concludes that there is no single, universal indicator of innovativeness potential at the country's level. Therefore, necessary is the appliance of a few complementary indicators reflecting various aspects of the problem. Therefore, the analysis on the country's innovative activity from the point of view of both: the potential and the effects of its use, demands the use of many measures related to various aspects of this problem.
