The effective functioning of the international supply chain is determined by optimisation of activities of the participating entities. However, this theory differs from everyday practice of utilisation of resources and paying only the necessary costs. Empirical surveys prove that ineffective of unnecessary custom procedures constitute between 1 and 15% of the total value of international transactions. This amount equals the costs of the effective work of the custom administration. The additional element of the international supply chain comprise difficult to measure, because of their unofficial character, costs of corruption and quality of procedures necessary for accepting the product as compatible with the standards of the importer's country. Informal barriers hindering access to the market constitute measurable cost increasing the value of international transactions. Compared, e.g. to the weighted mean of duty tax amounting to 3.8%, they have dominant significance for profitability of export activities. The article presents arguments confirming the key significance of the issue of informal barriers hindering access to markets in the era of the world liberalization of trade. After introductory comments defining the discussed problems, the significance of the additional unnecessary costs observed on the successive stages of international transactions, i.e. transport, custom duty, turnover recording and standardization. Experiences of the companies cooperating with the Polish state administration are analysed in the next part of the article. (original abstract)
