Badania przeprowadzone na potrzeby opracowania raportu "Global Urban Competitiveness Report" [Ni, Kresl 2010] dowiodły, iż konkurencyjność miast europejskich jest bardzo zróżnicowana. W raporcie przedstawiono analizę ilościową czynników warunkujących konkurencyjność obszaru miejskiego dla wybranych 500 miast na całym świecie. Czynniki wzięte pod uwagę obejmują zagadnienia takie, jak: rozwój gospodarczy (tempo wzrostu, koncentracja działalności ekonomicznej, znaczenie gospodarcze), innowacyjność (stopień wykorzystania patentów), uwarunkowania lokalne (popyt lokalny, połączenia z regionem, jakość instytucji), połączenia globalne. Wyniki "Global Urban Competitiveness Report" wskazują, że miasta USA dysponują największą zdolnością konkurencyjną na świecie - wszystkie wyniki cząstkowe rankingu są zdominowane przez miasta amerykańskie; natomiast miasta europejskie prezentują bardzo zróżnicowany poziom, w zależności od analizowanego zakresu czynników1. Biorąc pod uwagę to zróżnicowanie, prezentowane badanie miało wskazać poziom konkurencyjności polskich miast na tle innych miast europejskich oraz przygotować wątki do dalszego badania w celu oszacowania ich pozycji konkurencyjnej. Analiza miała doprowadzić do przedstawienia tematów do dyskusji nad możliwością podniesienia konkurencyjności miast polskich wobec miast posiadających największe przewagi konkurencyjne w swoich obszarach w Europie. Prezentowane badanie jest kontynuacją i rozwinięciem wątków badania przeprowadzonego na potrzeby projektu "Urban - Rural relations", realizowanego we współpracy z Babes-Bolyai University z Cluj w Rumunii, gdzie autorka zidentyfikowała główne czynniki wpływające na konkurencyjność miast. Ponadto, wyniki prezentowane w niniejszej publikacji posłużą jako przyczynek do dalszych badań, których celem będzie opracowanie modelu pozwalającego stworzyć ranking obszarów miejskich uwzględniający polskie miasta (abstrakt oryginalny)

The article is an attempt to assess the competitive position of the chosen Polish cities, as opposed to the cities from other European Union member states. In order to do so, a set of criteria is elaborated, based on the current subject literature. Five groups of determinants of the cities' competitiveness are presented, with quantitative measures assigned to each group. Using these measures, the chosen cities are compared, based on relations of two criteria, in order to establish how the competitive potential is used in each city. Such evaluation allows presenting competitive position of the Polish cities, which tend to fall behind their foreign counterparts in almost all analysed areas. As shown in the analysis, the position of the Polish cities in the European competition results mainly from the methods of the resources utilisation, and not necessary from the amount of the available resources itself. Therefore, a set of preliminary recommendation can be created, which focuses on establishing coherent policies, with goals adjusted to both: the resources and trends in economic development. The analysis will be used by the author for further research, aimed at quantifying the phenomena of urban area competitiveness in Poland. (original abstract)
