Abstrakty

Omówiono postępy Polski w wypełnianiu kryteriów konwergencji. W 2007 r. Polska spełniła cztery spośród pięciu podstawowych kryteriów. Następnie zaprezentowano argumenty za i przeciw przystąpieniu Polski do strefy euro oraz przybliżono wybrane wskaźniki finansów publicznych naszego kraju w latach 2002-2006.

Poland formally became a member of the euro zone upon the EU accession, but the membership is derogated up to the fulfilment of all five criteria of participation in the EMU. In 2007, the criteria of public finance deficit, debt, of the level of inflation and long-term interest rate were nearly fulfilled. It does not mean, however, that Poland is prepared to start the two-year stay in the ERM II because the problem is how to secure the sustainable country's development in the situation of membership in the EMU, especially that Polish zloty strongly appreciates towards the euro and the US dollar. Therefore it is necessary to start the third wave of economic reforms in Poland in order to increase the share of high value added items in the production and export structure. It means that nominal convergence of Polish economy with the economies of euro zone countries will be sustainable and will permit a high development rate if the actual accession is preceded at least by the start of the broadly interpreted innovation process. It should be realised mainly in real sphere of economy (employment, agriculture, R&D, energy) that would cause a sustainable sanation of public finances, especially a bigger share of funds for investment projects.
