Abstrakty

W artykule omówiono kwestię przystąpienia Słowenii do strefy euro. Omówiono ilościowe kryteria konwergencji w 2004 roku oraz wskaźniki ekonomiczne i finansowe brane pod uwagę przy przyjmowaniu państw do strefy euro. Opisano sytuację sektora finansów publicznych w Słowenii oraz relację średniej wielkości eksportu i importu do PKB w procentach. Przeanalizowano scenariusz słoweński wprowadzenia euro oraz doświadczenia tego kraju związane z wprowadzaniem wspólnej waluty.

Slovenia is the first among the New Member States of the EU that has adopted the euro, on 1 January 2007. The Bank of Slovenia already in 2001 announced the objective to enter the euro area at the earliest possible date and adopted a medium-term monetary policy programme aiming at decreasing inflation, ensuring price stability and progressively stabilising the exchange rate. The Slovenian national currency entered the Exchange Rate Mechanism II in June 2004 and stayed all the time close to the central parity rate. According to the European Commission assessment hold in May 2006, Slovenia met the economic and legal criteria laid down in the EU Treaty. The euro changeover in Slovenia has been estimated by the EC to have caused a one-off increase in prices of 0.1-0.3 percentage points during the first months of 2007. The Slovenian government at the end of the year had issued its own figures claiming that the introduction of the euro was responsible for 0.6 per cent of additional inflation acceleration. However, after 12 months of 2007 the inflation in Slovenia reached 5.7 per cent, compared to 3.1 per cent average rate in the euro area. This means that annual inflation rate was higher than the past trend in Slovenia around 1.0-1.5 percentage points. Finally, the fact is that one year after the "big-bang" changeover Slovenia has the highest inflation rate in the euro area. (original abstract)
