Abstrakty

Miejskie strefy usług publicznych są nową propozycją decentralizacji sektora publicznego. Jako główne źródła dochodu budżetu miejskich stref usług publicznych autorzy wymieniają: dotacje celowe na realizację zadań zleconych strefie, dobrowolne świadczenia gmin i innych podmiotów, inne wpływy należne strefie na podstawie ustalonych przepisów.

In 1990, local government was reactivated in Poland for the time in forty years. This was of a key act in the process of decentralizing public administration. In the years 1990-98 the public sector in Poland was overly centralized, for, apart from gminas, at the local and regional level there only functioned organs of the government administration. Excessive centralization delayed decision-making, particularly in the areas of education, welfare, health, municipal infrgastructure etc. Further decentralisation, consisting in the creation of new levels of local government, required fundamental systemic changes and strong political will. It became possible only after 1 January 1998. However, even prior to this date, various measures aimed at transferring new public tasks to local government were introduced. One of the ways in which the public sector was decentralised under the "old legal structure" was the creation of public service city zones as a result of the law of 24 November 1995 on changes to the status of certain towns and the law of 1 January 1996 on public service city zones. In this article the author presents functioning of public service city zones, the tasks financed by zones, their sources of financing, and the methods used to balance the budgets of public service city zones.
