W okresie transformacji systemowej następują zmiany idące w kierunku prywatyzacji spółdzielczych zasobów mieszkaniowych. W artykule omówiono zmiany w ustawie o spółdzielniach mieszkaniowych, oraz przedstawiono społeczno-ekonomiczne skutki wdrożenia ustawy w życie.
The article concerns the social and economic effects of the new law on housing cooperatives. The new law states that instead of entities managing their own assets, housing cooperatives become entities managing the assets of others. The following financial problems may arise as a consequence: - loss of creditworthiness, - difficulty in obtaining credit. There are also fears concerning ownership of the land that cooperative buildings stand on. This is owned either by the gmina or the State Treasury. Because of this, cooperatives are faced with resolving ownership issues regarding their building plots. This is a very expensive and lengthy process, whose costs will very likely be borne by housing cooperative tenants. The article focuses only on certain problems raised by the change in the law. A more extensive and embracing assessment, though, can only be made when the law has been in effect for a few years, and with close observation of the housing cooperatives' fortunes over this period.
