Abstrakty
W artykule autor omówił klasyfikację regionów, pojęcie rozwoju regionalnego oraz jego cele i instrumenty zarządzania. Scharakteryzował instumenty bezpośredniego i pośredniego oddziaływania na rozwój regionalny. Zwrócił uwagę, iż tworzone obecnie instrumentarium polityki regionalnej w Polsce powinno być kompatybilne z zasadami i rozwiązaniami Unii Europejskiej.
In the light of the State's regional policy within the regional development management the following implements should be used: - creating a regional fund as a basic source of financing the priorities of regional development policy; - elaborating a cohesive scheme of public finances (a fiscal one), which will take into account the mechanisms of interregional solidarity; - introducing the European Community standards within the fields of planning and promoting regional development; - shaping the partner procedures of negotiating and reaching a consensus as far as the priorities, objectives and means of the regional development policy; - improving the scheme of regional statistics and its systematic preparation. The mechanisms connected to planning the regional development as a basis in receiving sources from the Structural Funds (Fundusze Strukturalne) and the Cohesion Fund (Fundusz Spójności), as well as from other sources, will have a particular meaning in the pre-accession period and just after joining the European Community.
