Abstrakty

Polska w latach 2007-2013 będzie największym beneficjentem polityki spójności UE, a wielkość środków finansowych w to zaangażowanych osiągnie 67 mld euro, czyli blisko 4% polskiego PKB. Kwestie wykorzystania tych środków stały się jednym z najważniejszych zagadnień politycznych. W artykule podjęto próbę analizy wydatków funduszy UE i pozostałych środków w ramach narodowych strategicznych ram odniesienia (NSRO) w latach 2007-2013. Wykorzystano wyniki prognozowania opracowane przy pomocy modeli ekonometrycznych HERMIN i MaMoR2, a także przeprowadzono analizę treści programów operacyjnych i NSRO. To powaliło pokazać wpływ funduszy unijnych na gospodarkę Polski (wzrost PKB, zatrudnienie), jak również na sytuację w różnych sektorach gospodarki. Zaprezentowano także prognozy dotyczące wpływu NSRO na PKB w poszczególnych regionach.

During 2007-2013, Poland will be the greatest beneficiary of the EU’s cohesion policy, and the volume of financial resources spent in Poland will reach 67 billion euro, which gives an annual figure of nearly 4% of GDP. The allocation of such huge amounts of money is giving rise to heated political debate. For this reason, in this article the author attempts to analyse the spending of EU and other funds under the National Strategic Reference Framework (NSRF) in the years 2007-2013. The author uses the results of forecasts made with the help of the HERMIN and MaMoR2 econometric models, and also conducts an analysis of the terms of operational programmes and NSRF in the years 2007-2013. This enables him to show the probable impact of the expenditure on key macroeconomic variables (GDP growth, employment) as well as the situation in various sectors of the economy. In order to throw light on the geographical aspect of the issue, the author also presents forecasts of the impact of the NSRF on GDP in various regions. In the conclusion, he identifies certain differences in the results of the forecasts made using the HERMIN and MaMoR2 models; these differences can be attributed to the different way the models are constructed and their different premises. The author also points to the dangers that can impact on the effectiveness of structural policy and which suggest that all forecasts should be treated with a certain degree of scepticism. Such dangers include high non earnings-related labour costs, exceptionally high economic migration, and the chaotic state of public finances. Only when these issues are effectively addressed will it be possible to obtain the maximum benefits of EU support. (original abstract)
