Abstrakty
Zagadnienie zmian podziału terytorialnego, zwłaszcza na najniższym szczeblu jednostek samorządowych, jest szeroko omawiane w debatach naukowych w wielu krajach, ale stosunkowo rzadko w Polsce. Niniejszy artykuł zawiera odniesienia do przytaczanych argumentów teoretycznych, koncentrując się na faktycznie wprowadzanych w minionej dekadzie reformach najniższego szczebla podziału administracyjnego w krajach europejskich. Omawia wszystkie reformy terytorialne przeprowadzone w Europie, ze szczególnym uwzględnieniem sytuacji w Europie Środkowo-Wschodniej. Autor artykułu zmierza do konkluzji, że samo pojęcie reformy granic jednostek terytorialnych jest pojęciem nieostrym, trudno jednoznacznie odróżnić zmiany dobrowolnie przyjmowane przez samorządy od narzucanych, a zmiany granic jednostek administracyjnych od tworzenia instytucji współpracy międzygminnej. The issue of reforms of municipal boundaries has been widely discussed in the academic literature of many countries, but has not received any major attention in Polish debates. This article refers to theoretical arguments, but focuses on the reforms which have actually been implemented in Europe throughout the last decade. The article includes a brief description of all European reforms of municipal boundaries, especially focusing on Central and Eastern European countries. It leads to the conclusion that the notion of boundary reforms has diverse meanings. Sometimes it is difficult to make a clear distinction between voluntary (bottom-up) and top-down imposed changes or between boundary reforms of sub-national jurisdictions and the creation of institutions of inter-municipal cooperation.
