Descamps przedstawia zasady i mechanizm funkcjonowania Europejskiego Systemu Walutowego w latach 1979-1984, oceniając wpływ tego Systemu na stabilność wzajemnych kursów walut państw członkowskich oraz na proces integrowania polityki gospodarczej tych państw, przy uwzględnieniu problemów oczekujących nadal na rozwiązanie. The subject of the paper are the principles of organization and the mechanism of functioning of the European Monetary System created in 1979 by the member countries of the EEC. It was pointed out in the paper that in 1979-1984 on of the basic aims of the European Monetary System which was the achievement of bigger stability of rates between the currencies of the member countries was obtained although with the increased flexibility of the appropriate rates in relation to the more important currencies of the other countries. The second basic aim of the European Monetary Fund ie. obtaining bigger concurrence of policy and economic effects of the member countries was not achieved during this period, however towards its end certain symptoms of better understanding of this problem on the part of the member countries and thus of increasing cohesion of their economic policies could we seen. Simultaneously the role of the ECU on private markets rose. With such positive sides many complex problems of functioning of the System still await solution. (original abstract)
