Niniejszy artykuł analizuje rolę konkursu IBM Smarter Cities Challenge w kształtowaniu wiedzy o innowacjach technologicznych, które umożliwiają rozwiązywanie wielu problemów związanych z funkcjonowaniem miasta w zakresie działań administracyjnych, zaangażowania obywateli w sprawy publiczne, rozwoju gospodarczego, dostępu do edukacji i siły roboczej, ochrony środowiska, bezpieczeństwa publicznego, świadczeń społecznych, transportu i planowania urbanistycznego. W artykule wykorzystano metodę studium przypadku, a za przykład posłużył przypadek miasta Łodzi, które w roku 2013 wygrało konkurs IBM Smarter Cities Challenge z tematem poprawy efektywności pomocy społecznej w mieście. Wnioski z artykułu pozwalają określić drogę do innowacji w inteligentnym i przyjaznym mieście według IBM za pomocą wykorzystania dwóch elementów, a mianowicie: inteligentnego centrum operacyjnego z dostępem do danych o funkcjonowaniu miasta w zdefiniowanym wyżej zakresie oraz modelu inteligentnego miasta, którego działania koncentrują się na wykorzystaniu rezultatów analiz do poprawy efektywności zarządzania miastem, co ma pozwolić na rozwiązanie rozpoznanych problemów miasta. This article examines the role of competition IBM Smarter Cities Challenge in shaping the knowledge on innovative technological solutions that address many of the problems associated with the operation of the city in terms of administrative activities, involvement of citizens in public affairs, economic development, access to education and labor, the environment, public safety, social services, transportation and urban planning. The article uses the case study method, and served as an example the case of the city of Lodz, which in 2013 won the competition the IBM Smarter Cities Challenge with the theme of improving the effectiveness of social assistance in the city. The conclusions of the article let you specify the path to innovation in intelligent and friendly city through the use of a competence center, whose activities are focused on identifying technologies and adapting them to local initiatives that help tackle the identified problems of the city.
