Artykuł jest próbą określenia struktury i mechanizmów funkcjonowania organizacji partnerów socjalnych w przestrzeni systemu instytucjonalnego, w obrębie którego rozwijają się ponadnarodowe, sieciowe układy interesów. Jej celem jest wyznaczenie struktury sieci organizacji partnerów socjalnych na szczeblu wspólnotowym, a co za tym idzie - przedstawienie jednego z elementów złożonego systemu zależności, jakim jest Unia Europejska. The activity of social partners (employer and employee organizations) constitutes an independent filed of social activity, wielding real influence over the economic and socio-political functioning of the entire European Union. The nature of the relationship between the institutions of European Communities and social partners points to the fact that they are part of the institutional-decision making system of the Union. The method for drawing up and interpreting material is systems analysis, which serves to construct a conceptual model and vocabulary network as well as the general framework for the subject range of the study. In addition to this, in his dissertation the author applies policy networks analysis with a view to capturing the dynamics of the relationship between social partners in the EU institutional system. The subsystem of the organization of social partners resembles a network which consists of different subjects with multilateral relationships. Between these elements of the governance network, there is competition, but on the other hand, the relationships themselves force cooperation. The analysis of the planes of social partners' activity leads to the conclusion that employer and employee organizations aiming to increase the effectiveness of their work do cooperate, taking the form of permanent cooperation networks. The role of social partners amounts to transmitting information (resources) and influencing the creation of new contact channels with Community institutions. (original abstract)
