Abstrakty

Środki strukturalne są niezwykle pomocne, lecz same nie gwarantują szybkiego sukcesu w postaci osiągnięcia spójności gospodarczej i społecznej, zarówno w skali całej Wspólnoty, jak i w relacjach pomiędzy regionami w ramach jednego państwa. Mogą jednak wspierać te zmiany, które prowadzą do wzrostu atrakcyjności inwestycyjnej regionu. Istotnym elementem rozwoju regionalnego są bowiem bezpośrednie inwestycje zagraniczne (BIZ). Aby jednak zachęcić zagraniczne przedsiębiorstwa do lokalizacji inwestycji w regionach najsłabiej rozwiniętych, niezbędny jest wzrost ich atrakcyjności pod kątem potrzeb inwestorów. Foreign direct investments are one of the main factors accelerated regional growth in Central Europe. Within all the countries, however, the available data indicate a relatively high degree of concentration of FDI in and around capital cities, because of their agglomeration advantages and better resources. This situation makes those regions a growth leaders. A similar situation is noticeable in Polish border regions - Wielkopolska, Śląskie i Dolnośląskie, where also a large share of FDI is registered and intensive cross border relations have been established. Different situation is noticeable in polish eastern voivodeships, which are the poorest among all Europeans regions. Low level of economic development and unfavorable location make this areas not attractive for foreign investors. Central European capital cities and border regions reduce an economic gap to well developed regions, and in the same time poor regions are staying behind, which results in regional economic differences growth. In this case long term government policy of FDI, which attracts and raises European funds, is necessary to prevent reduction of economic cohesion. (original abstract)
