W artykule zaprezentowano nowe modele wzrostu gospodarczego oraz ukazano ich genezy na tle modeli tradycyjnych. Wskazano również rozwiązania wypływające z analizy teoretycznej dla polityki gospodarczej.

The purpose of this article is to present "new" growth models, show their origins against the background of "traditional" models (exogenous growth models), and make recommendations for economic policy as suggested by the theoretical analysis. The analysis begins with a presentation of exogenous growth models, based upon which economies exhibit tendencies to move along a long-term trajectory on which the growth rate is determined by the rate of exogenous technical progress. In the "new" (endogenous) growth models, "technical progress" is foremost a result of the deliberate investment decisions of rational actors and the state, which pursues a given economic policy. The differences between the exogenous and endogenous growth models lie in their application. In neo-classical models, economic policy only leads to shifting the economy onto a new sustainable growth path and does not have a lasting effect on the long-term growth rate. Based on the "new" growth models, however, the possibility does exist for economic policy to exert a positive impact on the long-term growth rate, which results from relaxing the assumption on diminishing returns on capital. The main recommendation from the "new growth theories" with respect to economic policy is that due to external benefits it is possible to increase the long-term growth rate in an effective and lasting manner. The effectiveness of economic policy requires, on the one hand, relatively high preferences for future consumption (i.e., a low discount rate and low elasticity of marginal utility of consumption) and, on the other hand, an identification of investments with high returns.
