Abstrakty
W ciągu ostatnich około 30 lat w Europie Zachodniej nastąpiły istotne zmiany na poziomie lokalnym i regionalnym. Między innymi wzmocniony został szczebel pośredni, zmianie uległa natura i intensywność kontroli decyzji komunalnych, następuje przejście od local government do local governance, wzmocniona została władza wykonawcza rządu regionalnego i lokalnego. W wielu państwach na reformy samorządu wpływ miała fala neoliberalna. Wszystkie samorządy stanęły wobec takich wyzwań, jak globalizacja, integracja europejska, zmiany społeczne i technologiczne. Mimo znaczących sił (np. globalizacja) utrzymywane są specyficzne właściwości państwowe, które zdają się być silnie zakorzenione w tradycji danego państwa. (abstrakt oryginalny)

Significant changes have taken place in Western Europe at local and regional level over approximately the past 30 years. Among these, the intermediate level was strengthened, the nature and intensity of control over municipal decisions has changed, local government is moving towards local governance and the executive authority of the regional and local government has been strengthened. A neoliberal wave affected the self-government reforms in many countries. All self-governments faced such challenges as globalisation, European integration, as welt as social and technological changes. Despite significant forces (such as globalisation) the unique properties of the state have remained, since they appear to be deeply rooted in the traditions of the given state. (original abstract)
