Celem artykułu jest zaprezentowanie mapy potrzeb klienta jako uniwersalnego narzędzia w procesie obsługi klienta na przykładzie systemów stropowych, a także uproszczona charakterystyka tego rynku z punktu widzenia popularności poszczególnych rozwiązań oraz czynników wyboru produktu stropowego. Informacje prezentowane w niniejszym artykule zostały oparte o analizę literatury oraz wyniki badań ilościowych przeprowadzonych w okresie wrzesień 2015 - luty 2016. Szczególny nacisk położono na postrzeganie określonych systemów oraz kryteriów wyboru, jakimi kierują się różne grupy osób biorących udział w projektowaniu budynków oraz podejmujących decyzje zakupowe. Wyniki badań ilościowych będących podstawą wnioskowania stanowią fragment projektu badawczego pt. "Polski rynek systemów stropowych". (fragment tekstu)
The healthcare system in Poland suffers from some inefficiency in its organization, functioning and financing. In order to implement comprehensive change management in healthcare sector, the Polish Ministry of Health has been working for the last three years on the "Healthcare needs maps", that aim at creating a tool and a process appropriate to develop public policies at national and regional level based on evidence coming from reliable data. The stochastic analysis and projection of healthcare needs will be a basis for contracting process of National Healthcare Fund and public investments. The Healthcare needs maps are a condition sine qua non for receiving the EU funding for healthcare sector. Healthcare needs maps enable identification of inefficiencies in the system and planning of prevention actions, healthcare services provision and investments adjusted to demographic and epidemiologic trends. To implement evidence-based policy making and enable modelling system performance and optimum shape of delivery net it is crucial to extract, count and present the data in an appropriate way and give it an appropriate meaning, what can be achieved only in cooperation with medical experts. Maps present values for over 1000 input, output and outcome indicators, separately for individual hospitals and concerns nearly 300 disease groups. Ministry leads the project to better coordinate the wide range of stakeholders but have never been meant to be institutionalized and forced down by the central administration. This is why so many concerned parties are involved in the process and the results are being consulted so widely.(original abstract)
The purpose of the article is to identify methods of measuring competences and competence gaps of healthcare providers. In this context, competence is defined as the ability of an organisation (business) to combine expert knowledge and resources in a way that enables achievement of strategic objectives. Competence gaps can be identified based on healthcare needs maps - a strategic government document based mostly on public payer data. The main part of the article concentrates on practical examples of using publicly available data in order to identify, quantify and assess competence related gaps. The recommendations for healthcare policymakers to address the identified gaps are also provided. (original abstract)

In April 2015 came to force a new regulation of The Ministry of Health regarding healthcare maps and preparation of the General Polish Healthcare Map. During implementation process of this regulation several questions and problems about practical solutions in preparing of healthcare maps were raised. Collection of the required data, their analysis and presentation in current healthcare information system is difficult. Healthcare maps will require further regular current data supply and updates. Without unified system of data collection, required standards of data format and models of analysis and presentation, preparation and use of such maps may not be possible. (original abstract)
