Cnocie tej poświęcono wiele teoretycznych rozważań i wokół niej ciągle trwa szeroka dyskusja, w której podnosi się mnóstwo najrozmaitszych wątków. W opracowaniu staram się wykazać, że sprawiedliwość, która ma istotne znaczenie dla relacji ludzkich, jest współcześnie coraz mocniej wciągana w orbitę rynku. Wartość tę traktuje się użytecznie, pragmatycznie i ocenia pod kątem tego, jak służy obranemu przez podmiot rynku celowi. Traktuje się ją jak zasób ekonomiczny. A zatem przestaje być widoczny związek między sprawiedliwością a kulturowym i intelektualnym gruntem, z którego ona wyrastała. (fragment tekstu)

Social Pacts in Slovenia : Accomodation to the EMU Regime and the Post-euro Development

The article follows the history of social pacts in Slovenia over almost a quarter of century. In the course of the social pacting at the national level, a series of pivotal points can be identified, each marking a significant change in the nature and functions of the pacts concluded, and structuring the development of social dialogue: from the juncture period (1988-1992), through stabilisation and economic recovery (1992-1996), and accommodation to the EU and EMU regime (1996-2004) to the EU accession and preparation to entering the euro-zone (1996-2004). Special attention is devoted to the most recent phase (from 2007 on) - so-called post-euro period - and the impact of the global economic crisis on the social dialogue. It is argued that the crisis has arguably further weakened the once effective, but slowly deteriorating over the years, Slovenian neo-corporatist system of industrial relations. Social Pacts : a Western Recipe for Central and Eastern Europe?

The paper examines the issue of relevancy of social pacts in the shape that has developed in the Western Europe to a specific environment of Central and Eastern Europe. Firstly, experiences of western European countries with social pacting are summarised ('the western recipe'), with a particular emphasis put on significant similarities observable between the western European countries that managed to sign social pacts. Secondly, attempts undertaken in Central and Eastern Europe in tripartite negotiations aiming at concluding social pacts are reviewed. Finally, an arguably main difference between old and new member states in the context of social dialogue is discussed, that is multiemployer collective bargaining, which while retaining relatively strong position in the west, plays marginal role in the east.(abstrakt oryginalny)

The main aims of this article are: a presentation of the theoretical framework for the analysis of the social pacts policy (taking into consideration that social pacts are phenomena which are very difficult to clearly define) and the presentation of the practice of this policy in chosen European countries (including three cases of "using" social pacts for the shaping of public policy, taking into consideration the fact that the form and content of social pacts vary from country to country). Social pacts are very special kinds of agreements between the representatives of the state and the interest groups. They can include various issues of social and economic policies, but they can also be used for solving economic difficulties and sustaining progress, including the development of the state. Social Pacts Policy is useful for a weak state and interest groups, which as a result of it can have an influence on public policy. Although, its application is not a facile process of agreement between the state and the social partners, it can have various forms and can include different goals of social and economic policies. Similarly, the range, institutionalisation and length of social pacts are not the same in all countries. Moreover, as the article indicates it refers to the economic, cultural and social circumstances, which can also cause the disappearance of the social pacts mechanism.(original abstract)

Aby osiągnąć cel, jakim jest pobudzenie procesów tworzenia miejsc pracy niezbędna jest zmiana polityki społeczno-gospodarczej. Wielką rolę w tym procesie może odegrać pakt społeczny na rzecz tworzenia miejsc pracy lub na rzecz wzrostu zatrudnienia.

Social dialogue in post-1989 Poland has followed a long and curvy road. Introduction of tripartism, establishment of social dialogue institutions and conclusion of the 'Pact on the Transformation of State Enterprise' in 1993 propelled high hopes and expectations towards the domestic mutation of neocorporatism. In the following years, however, social dialogue in Poland would not produce another social pact, despite the fact that tripartite institutions have been working on regular basis and number of minor agreements have been consensually reached. The overall reception of Polish social dialogue both locally and internationally has been mixed with negative opinions prevailing. The article aims to show that such dismissive views are oversimplified by providing an account of obstacles, functions, chances and achievements social dialogue has had in Poland in comparison to western countries that did sign social pacts.
