W artykule zaprezentowano propozycję Komisarza d/s Środowiska Wspólnot Europejskich, dotyczącą wprowadzenia podatku węglowego, mającego wymusić zmniejszenie konsumpcji paliw i tym samym obniżenie emisji CO2, przegląd szacunków jego skuteczności dla niektórych krajów europejskich w aspekcie ewentualnego wprowadzenia takiego podatku w Polsce.

The paper is a review of studies on the effect of prices of energy on its consumption and on CO2 emission, carried out in some countries, members of the European Community. The paper starts with the presentation of the proposals of the Commission of European Communities. Then, the most important variables shaping the reaction of the patterns of energy consumption and CO2 emission on the introduction of the tax are succesively discussed. The paper ends with a set of conclusions being an attempt to summarize the results of the empirical studies. The most important conclusions are: 1) Short-term own price elasticities of the demand for energy are low, especially In the household sector; 2) Some long-term coefficients of cross price elasticity of the demand for fuel are rather high, which points to good substitutability, especially petroleum for coal in industry; 3) Dependence between the growth rate of disposable incomes and changes in the demand for energy is not straight forward; 4) In microeconomic terms the income effect weakens the impact of the price effect (especially when the income elasticity of demand is high). But in macroeconomic terms the income effect does not weaken but strengthens the impact of the price effect. (original abstract)
