Abstrakty
Autorka prezentuje rozważania na temat różnych metod finansowania ochrony zdrowia w Polsce. Omawia model publicznej służby zdrowia, a także ubezpieczeniowy model opieki zdrowotnej.
The process of the transformation of the system as well as the crisis of public finances have exerted a significant impact on the functioning of health care in Poland. Therefore various projects are undertaken to cure this important sphere of public sector. Unfortunately, they are of temporary nature only. They consist in changing the system of paying for medicines, giving more independence to health care centers, handing over some of them to local selfgovernments as well as attempts at introducing a family doctor into the system. The lack of solutions that are complex causes that since 1989 the gap between supply and demand in the sphere of health care services has been growing. Mid 90s seem to be the time when the authorities should decide about the system of financing health care in Poland. It is of particular importance to answer the question if the public system of financing health care should be expended and improved or if it were better to introduce a system of health insurance. The solutions presented in the paper should be considered as a contribution in the discussion concerning the creation of an up-to-date model of health care system in Poland. (original abstract)
