Reintroduction of bills of exchange into the economy was to sanction a mutual crediting of enterprises, enable the sell and buy transactions of goods and services without the obligatory tying up of one's own financial resources, and to reduce the number of necessary transfers from bank accounts. After three years it may be observed that those objectives were fulfilled to a small extent only. Bills began to be used in commercial transactions but their turnover is very 3mall indeed, and their circulating and paying functions are not made U3e of. The factor which, according to the author, is decisive for little progress made, are fear3 connected with the rigours that are attached to bills, in particular the simplified and effective procedure of executing them. Drawing and signing a bill means that it must redeemed in a specified period, not at a time when the necessary means become available. (original abstract)
