Abstrakty
Do dziedzin, w których polityka z reguły ma prymat nad ekonomiką należy lokalizacja infrastruktury, ponieważ inwestycje infrastrukturalne oddziałują na życie gospodarcze, społeczne i polityczne społeczeństwa. Autor udowadnia tę tezę posługując się przykładami z historii Polski - poczynając od budowy kanałów śródlądowych i infrastruktury portowej (XVIII, XIX i XX w.), poprzez budowę magistral kolejowych (XIX w.), aż po czasy współczesne - konieczność budowy autostrad łączących kraje integrującej się Europy.
The article is an attempt to justify the priority of political premises over economic ones in locating key infrastructure investment projects. The justification is confirmed by examples from the history of the Polish territories starting from the first partition of Poland. The detailed analysis deals with the review of geopolitical premises governing two groups of transport arteries started at dates spanning a period of a hundred and fifty years: rail trunk-lines put to use on the Polish territory from 1845 and Polish motorways, the construction of which is starting on a large scale in 1995. In the first case, Poland under the partitions was only an object of location decisions made by three invaders. In order to avoid a similar situation at present, during the construction of the main motorways system, an author's model of the system of motorways considering "the national transport system of Poland" has been presented. It is an alternative to the suggested location of motorways which ensures Poland the function of a subject and not that of an object in the process of mapping out and construction of those transport arteries.(original abstract)
