Autor przedstawił w skrócie genezę przedsiębiorstw komunalnych i ich miejsce wśród innych przedsiębiorstw, pojęcie przedsiębiorstwa komunalnego, zasady funkcjonowania i gospodarkę finansową komunalnego przedsiębiorstwa użyteczności publicznej.

Communal enterprises were reactivated in Poland in 1990 together with reactivation of local self-government. However, one can observe a gradual decrease of the significance of a communal enterprise as an organizational-legal form of economic activity carried out by a rural district administration. The analysis made by the author shows that several factors are responsible for this. These factors are connected with legal regulation of the economic activity in the rural district and with ownership transformation in the communal sphere. Degradation of the communal enterprises - particularly those of public utility - as a tool through which a rural district administration fultills its objectives may be prevented by reforming their economic-financial system by adjusting it to the specificity of these enterprises.(original abstract)
