Autorka podała ogólną charakterystykę uwarunkowań samodzielności samorządu terytorialnego, jego rolę w gminie jako jednostce podziału terytorialnego, a także poruszyła problematykę dużych i średnich miast w systemie samorządu terytorialnego.

Local self government's independence is of relative character. Its range depends: on the system of local self-governments activities defined by state authorities, on economic and social conditions of the country in which the system is operating, on urban, economic and social characteristics of the area where self governments are functioning, and the like. The Polish system of local self-governments - considered from the point of view of independence - requires further reforms. These reforms should comprise both the range of self-governments' own tasks and the system of their financing. A specific character of large and medium size cities should also be taken into account.(original abstract)
