Abstrakty
Przedmiotem artykułu jest problematyka opracowywania i uchwalania budżetu gminy w świetle obowiązującego prawa budżetowego i ustawy o samorządzie terytorialnym. Autor zwraca uwagę na szczegółowość planu budżetowego, problemy kompetencyjne i proceduralne w trakcie jego wykonywania.
The restoration of territorial self-government in Poland has brought about significant changes in the organizational structure of the commune budget as well as in the procedure of its drawing up, voting on it and implementing it. Local authorities have obtained greater freedom as regards the preparation of the budget, but, at the same time, their responsibility concerning the proper management of public means has increased considerably. In the paper the author presents problems pertaining to: how detailed the elaborated budget should be, the right of the commune bodies to introduce changes in the budget that is being implemented, autonomy of supporting units and their correlation with the commune budget.(original abstract)
