State Policy Towards Foreign Investment in the Period of Transformation

Autor dokonał krótkiego przeglądu rodzajów prowadzonej przez państwo polityki wobec zagranicznych inwestycji bezpośrednich, scharakteryzował ogólne nastawienie państw wysoko rozwiniętych do przedsiębiorstw zagranicznych inwestujących na ich terytorium. Zaprezentował stosowaną w Polsce politykę przyciągania zagranicznych inwestorów w okresie transformacji oraz ocenił pierwsze skutki tej polityki.
An accelerated process of the spread of multinational companies observed in the world mobilised governments of numerous countries to define their attitude to this phenomenon and to work out certain measures of economic policy in this field. Countries hosting subsidiaries of large multinationals, being aware of the limited freedom of economic manoeuvres due to the operations of these companies on their territories, search for the means to control foreign capital inflow in the form of direct investment. Same of these countries do not allow the inflow of foreign capital in this form, others accept foreign direct investment with certain reluctance, still others encourage foreign investors to invest capital on their territories. The Polish policy of attracting foreign direct investment is quite liberal and it is carried out by proper legislation and the activity of a special agency established to promote foreign investment. Une can admit that positive trends observed in the inflow of foreign capital to Poland are to a certain degree a cansequence of this policy. Fiowever, the rate of this inflow is still too slow as compared to expectations. Many potential investors still perceive our country as badly organized and unstable; a country where the economic infrastructure, particularly banking, is barely beginning to develop. For many foreign entrepreneurs the prospects of transformations desired in our economy are still rather uncertain. Poland is still treated as an area of relatively high social and political risk. The policy of the countries of Central Europe (including Poland) towards foreign investments aims above all at attracting them. Unfortunately no serious attempts to channel the impact of foreign investment on national economies have been made so far. Neither the binding legislation nor the activity of agencies promoting foreign investment follow the desired direction.
