Autor przedstawia argumenty za i przeciw zasadzie zrównoważonego budżetu oraz rozwiązania alternatywne. Ponadto omawia doświadczenia głównych krajów OECD w zakresie realizacji w latach 80-tych celów konserwatyzmu fiskalnego.

The aim of the paper is to present controversies about the balanced budget rule which in the 1980's not only came back to the centre of theoretical considerations but also became one of the key determinants in shaping economic policy. (short original abstract)
