Przedstawiono konieczne zmiany w polskim prawie celnym związane z dostosowaniem go do ustawodawstwa celnego Unii Europejskiej i ich wewnętrzne i zewnętrzne uwarunkowania.

The shape of Polish customs law is conditioned by the inner economic policy. However, its directions have been determined to a large extent by the trade policy, chiefly as a result of the contracts for the formation of zones of free trade with the European Union, EFTA, CEFTA, and ratification of the Agreement on the Formation of the World Trade Organization (WTO). Signing these agreements Poland has accepted a definite schedule of tariff liberalization and entered into the obligation of introducing changes in the customs law. The planned changes in customs regulations include the introduction of modern customs procedures which are to promote the activities in the field of processing imported goods (meaning the economic procedures), and simplified procedures used in the case of certain importers who declare goods at the customshouse. The delay in the introduction of the new customs law results from the excessively developed fiscal and protective functions of tariff in the Polish economic system. Besides, tariff is often the object of pressure on the part of various lobbies. However, Poland's pursuit of the integration with the European Union determines explicitly the direction of changes in the Polish customs law, considering the fact that it must be in accordance with the EU legislation.
